Choosing a development company starts with the business problem. A retailer reconciling stock across branches needs a different delivery plan from a founder testing a booking marketplace. Write down the workflow, the people affected and the outcome you want before comparing agencies. This gives each prospective partner the same starting point and makes proposals easier to assess.
Ask for evidence that matches your project
A portfolio shows what a company presents publicly; a demonstration shows how a system behaves. Ask to walk through a relevant user journey, including an exception such as a cancelled booking or rejected payment. Establish which parts the team built and whether the reference is a client engagement, an internal product or a concept. Respect confidentiality when requesting references.
Compare the delivery plan, not only the total
A useful proposal names assumptions, milestones, acceptance criteria and the responsibilities of both teams. If one quote includes migration and support while another covers only development, their totals are not comparable. Ask who makes decisions, how scope changes are priced and what happens when a third-party integration cannot support a requested feature.

Ask both suppliers to price the same acceptance criteria and explicitly identify exclusions.
The distributor can then commission a small milestone: an authorised customer submits an order, staff approve it, and the resulting record can be exported.
